Roma Hooper’s open letter to the Telegraph.

‘SIR – Reoffending rates (report, June 13) are highest among offenders serving sentences of under one year. This is partly because they are not assigned to probation when they emerge from prison’s “university of crime” but are just dumped back into society with inadequate support.

Crime and costs would fall if, instead of prison, such offenders were given intensive community sentences. These work best when run with the probation service.
